Why are my uggs hard after washing?

I cleaned my uggs with the sheep skin cleaner/conditioner. I did everything it said to do on the bottle. However, when they dried, the top of the boots felt really hard and rough. Are they suppose to feel this way because I haven't brushed them yet or was it because I didn't rinse well enough?
