I need a detailed tank cycling guide please!?

I'm getting a completely new tank, I have no idea what to do! I'm getting a Betta, a few shrimp and a snail! I used to just fill the tank and put some water conditioner in it but apparently thats not what I do! I need serious help! i don't know what pH these fish need, nor do I know how to measure pH! I don't know how to measure ammonia, nitrate and all of those chemicals, I literally have NO idea what to do! How would you explain this to a complete fish noob? And after It's cycled How do I maintain it? What do I need to buy? What do I need to do!! I'm so confused by this! Thanks to anyone who can help me! :)
